Minimum Program Requirements
Have at least one year of skilled full-time or equivalent work experience in Canada within the last 3 years before applying.
Achieve a minimum language level of CLB 7 for NOC 0 or A jobs, and CLB 5 for NOC B jobs.
Key Considerations
Exclusions: Self-employment and work experience gained during full-time student status, such as co-op work terms, do not count.
Education Requirement: While there is no specific education requirement, points are awarded for Canadian education or an Educational Credential Assessment (ECA) for foreign education.
Residency: Applicants can stay in Canada throughout the application process. The CEC is also open to individuals who are no longer in Canada, provided they submit their application within three years of leaving their job in Canada.
Pass or Fail Model: The CEC requirements operate on a pass or fail model. If the minimum requirements are met, the applicant is eligible to enter the Express Entry pool.
Point System: There is no mandatory point requirement of 67 based on Immigration, Refugees and Citizenship Canada’s (IRCC) selection factors.
Province of Quebec: Applicants must plan to reside outside the province of Quebec, as Quebec has its own unique immigration system for selecting skilled workers.
